MACC 2010

Overall, MACC 10 was an insightful, interesting and successful event. The Conference theme (“MAR AIR contribution to NATO Operations – New missions and new challenges”) was intended to explore the wide array of missions in which MAR AIR finds its assets being used, from supporting ISAF in Afghanistan to supporting more traditional missions such as patrolling national waters and in counter-piracy.

Enhancing NATO PR Interoperability

Personnel Recovery is the sum of military, diplomatic and civil efforts to effect the recovery and reintegration of isolated personnel. The term ‘Isolated Personnel’ refers to personnel separated from their unit or organisation and requiring recovery, including personnel held against their will. The object of this project is to act as a portal for information regarding Personnel Recovery (PR). This will include information on all PR related activities that we are aware of and will present documentation under development as well as completed products. The aim of this is to facilitate and enhance interoperability and thus effectiveness and efficiency in the field of PR.


NATO’s Future Joint Air & Space Power (NFJASP)
The aim of the NFJASP is to describe how NATO Joint A&S Power might be best employed in future operations, enabling both convergence of national efforts and identification of Alliance options for bridging potential capability gaps. It is aimed to be conceptualized within the future strategic environment with a 20 years look-ahead, using a comprehensive approach for the joint level of military operations with strategic/operational level focus. Current NATO and national concepts, doctrine, projects, technical developments, lessons learned and work in progress will be used as building blocks for this paper.

NATO Space Operations Assessment
NATO's transformation to an expeditionary, network enabled Joint military force can only occur with space capabilities. This Assessment explains where NATO Space Power is today, and provides recommendations for NATO to better enable an effects based approach to operations by utilizing space capabilities. This document also outlines recommendations to better enable Transformation by addressing the need to develop NATO Space Power and better integrate space capabilities. Considerations for a NATO Space Policy are included as an Annex. The NATO Space Operations Assessment has been released by the Executive Director and was delivered to ACT in May 2008.

 

 


I2KM
Matrix and Knowledge Centric Organization (M&KCO) - to optimize the Decision Making Cycle, has to "file" the knowledge, transforming it into an "explicit-documented" form.
Intelligence, Information & Knowledge Management (I2KM) is a JAPCC project aiming to manage the Communicative and Informative tools, the information, and the processes on the information in accordance with the M&KCO information requirements.


THE NATO C4ISR ROADMAP
Currently under development with the JAPCC, aims to address issues of interoperability and integration. Moreover, partnership and the human dimension are becoming increasingly important if the Roadmap is ever to contribute effectively to the C4ISR dilemma. Leadership will be the key....empowered leadership means that you also have a part to play... .

ANAAC C2 Development

In light of forthcoming additions to the ANAAC aircraft inventory, planned organisation growth and infrastructure changes due to International investment in the ANAAC, the Combined Air Power Transition Force (CAPTF) have identified the need to review and develop the current and future ANAAC C2 structure and processes.  The JAPCC, through ACT, have been requested to play a major role in that review.

 


BASE ACTIVATION
This project is the implementation of the Deployed Airfield Activation Wing concept within the context of the NATO Defence Requirements Review 2007. The project supports the NATO Transformational Goal of Joint Deployment and Sustainment in the Transformation Objective Areas of Expeditionary Operations and Integrated Logistics.


AD2020
To identify vital future requirements. NATO is developing a vision for NATO`s Air Defence in 2020. This vision will influence force developments and requirements in the medium to long term. The JAPCC is part of this effort to ensure that the work of both the NATO Air Defence Committee (NADC – policy and planning guidance) and Conference of National Armaments Directors (CNAD – capabilities and requirements document) are synchronized and will meet the requirements of SHAPE. 


NRF AIR C2
The JAPCC has initiated a study on the operational requirements for a generic Joint Reach-Back Architecture for e x p e d i t i o n a r y  operations such as the NRF. JAPCC will focus attention on the NATO Minimum Footprint and the combined use of existing capabilities (military and commercial). The study will facilitate the achievement of the Full Operating Capability of the NRF and strengthen command and control of combined and joint operations.


STRATEGIC AIRLIFT FOR NRF DEPLOYMENT
The study was completed in 2005. It presents how to manage and integrate the strategic airlift resources making air deployment of the NRF possible, including direct delivery. The study assessed the number of airlift assets needed to deploy the NRF, together with solutions to overcome the gap in strategic airlift capability for the next 10 years.


SMART
Simulation Mission and Rehearsal Training (SMART) will create a joint training initial Operational Capability by using mission training through distributed simulation. Leading the Steering Group and Ops & Trg WG, JAPCC is forging consensus among the nations and NATO Command Structure entities while developing the critical User Requirement Document.


FOCUS ON UAV/UCAV
The JAPCC has declared 2006 the year of the Unmanned Aerial Vehicle (UAV) known more as Unmanned Aircraft System (UAS). The JAPCC will participate in or lead various events highlighting UAV/UAS during 2006 (culminating in our conference on 17-19 October 06). The aim is to promote awareness of, and discussion about, the potential benefits of UAV/UAS capability amongst Senior Air Leaders in NATO.
