The objective of this project is to produce
AAR interoperability doctrine giving Direction and Guidance (D&G) for NATO AAR Operations. Foresee and analyze technological and operational developments impacting.
The following methodology will be applied:
- Pursue the full co-operation of the impacted nations in development of a modernised NATO AAR Manual.
- Draft and seek ratification of a
NATO Tanker Tactics/Employment Manual. - Draft and seek ratification of
NATO AAR Doctrine. - Assess, develop and update AAR STANAGs.

- Develop a tanker planner training program for Alliance tanker planners.
- Develop and maintain relationships to maintain the highest level of expertise within the AAR Coordination Cell.
It shall be required a special attention in the following issues:
AAR Resources. Nations are bringing new tanker and receiver systems into operation. Planning must be adjusted to integrate the capabilities and support requirements that come with the new equpment.
C2 & Organization. The indroduction of multi-nationally and contractor owned and operated tankers may drive new C2 relationships and or organized structures.
Multi-role Aircraft. Aircraft that can be tasked for airlift or tanker missions without significant reconfiguration or even simulaneously. Similarly "Smart Tankers" with C4 capabilities could add a new dimension to NATO AAR.
New Technologies. Developments in AAR systems and potential inclusion of UAVs as receiver aircraft will provide commanders new capabilities and flexibility, but will present challenges.
